Often in hot weather I will see homeless people with several layers of clothing on – even jackets. These same people usually have several bags or a cart, so I don’t think it would be an issue of having no place to put their clothing save for on their body. Is it a malnutrition/lower body temperature thing?
I’ve been homeless, so I certainly don’t feel superior, and I do help people and organizations. However, I think it would be rude to ask a person directly why they are wearing so many clothes.

There is a bum in front of our building on the side walk blocking the whole way with his bags and shopping carts. He’s just lying there. And he won’t move if I ask him to do so as a courtesy to us. He said it’s legal for him to do.
This is really annoying and obstructing our business. Can’t I just force him to go away? He’s annoying.

This is a personal shopping cart, not the kind they have at the grocery stores. There are many that are similar to this one but they have cheaper wheels and are slower. This one is usually silver, and might be foldable. I believe they normally come lined with a nylon bag but I’m not sure. Where can I buy this cart. Ebay and amazon do not have it, they have the classic one that is available everywhere. I am looking for something specific. Thanks.
